'92 Yamaha Quad 250 (problems)

I got a buddy that is having trouble with his 1992 Quad 250 4x4...

#1: loses power and dies when going up steep hills...

#2: choke lever will not move...

ANY IDEAS???

Might be able to answer the first question if you tell me which position the choke lever is stuck in; ie, If the choke is stuck on she is running way to rich and will definitely loose power.

The choke lever does not move: The choke lever is connected to a valve inside the carb by a wire. Let the wire go on both sides. See if the lever is free, see if the wire is free, see if the valve in the carb is free. Let us know what you find
